PURPOSE: A handover method considering a load state of a base station capable of obtaining a service of high quality is provided to perform load balance with the base station. CONSTITUTION: A handover method considering a load state of a base station capable of obtaining a service of high quality is as follows. Load state information of an adjacent cell is received from a service base station(110). If the channel quality of the serving base station is lower than scanning critical value, the adjacent cell is scanned. It confirms whether the channel quality is more than critical value. A heterogeneous handover is performed according to the load state of the adjacent cell.
