PURPOSE: An information processing apparatus and a signal transmitting method are provided to enable a PLL circuit to generate and transmit an unnecessary code during clock reproduction without including a DC component. CONSTITUTION: An information processing apparatus includes an encoding unit and a transmitting unit. The encoding unit expresses the first bit value by the first amplitude values and the second bit value by the second amplitude value different from the first amplitude value. The encoding unit encodes to invert polarity of an amplitude value at every period without continuously obtaining the same amplitude value. The transmitting unit transmits a signal encoded by the encoding unit through a transmission line.
