PURPOSE: An iridium based luminescence compound with picolinic acid-en-oxide or organic electroluminescent device is provided to improve luminescence color and efficiency. CONSTITUTION: An iridium based luminescence compound with picolinic acid-en-oxide is denoted by the chemical formula 1. In the chemical formula 1, R1 is alkyl group of 1-20 carbon atoms or alkoxy group of 1-20 carbon atoms; Ar is aryl group; R2 is halogen; and R3 is hydrogen or alkyl group of 1-20 carbon atoms which is not substituted or substituted with halogen.
