PURPOSE: A hydrogen generator and a fuel cell power generation system is provided to prevent the backflow due to following electrolyte aqueous solution with hydrogen in generating hydrogen and to prevent aqueous solution from being leaked to the outside. CONSTITUTION: A hydrogen generator comprises an electrolytic cell(130), an anode(110), a cathode(120), and gelling agent(170). Electrolyte aqueous solution is injected into the electrolytic cell. The anode is positioned inside the electrolytic cell and generates electronics. The cathode is positioned inside the electrolytic and generates the hydrogen. The gelling agent is accepted in the electrolytic cell and gels the aqueous solution.
