PURPOSE: A surface-treated steel sheet is provided to realize excellent corrosion resistance and anti-darkening property equal to a surface-treated steel sheet having a chromate coating film. CONSTITUTION: A surface-treated steel sheet comprises a surface-treated coating film which contains titanium, nickel, aluminium and fluorine on a zinc-based metal plated steel sheet and has thickness of 0.05 to 1.0μm. The surface-treated coating film has titanium bond quantity of 0.01 to 0.5g/m^2. A titanium 100 mass unit contains nickel of 0.01 to 5 mass unit, aluminium of 0.1 to 25 mass unit and fluorine of 1 to 500 mass unit.
