PURPOSE: An optical character recognition method and a device by the numbers of horizon, vertical and slant lines which is the element of Hanguel is provided to make the apparatus which changes the captured document into TTS conversion audio for visually-handicapped person. CONSTITUTION: An optical character recognition method and a device by the numbers of horizon, vertical and slant lines which is the element of Hanguel forms a character image of one letter. Each characteristic is recorded for horizontal line, vertical line, and slant lines are extracted from the target character image. The unique code value which indicates the letter encodes each number. It is recognized as the target character after comparing the line number with the recorded character database.
