The device has a sealed case (1) including an external thermal insulation (8) provided with water inlet and outlet (2, 3). Rectilinear and parallel metallic strips (9) are arranged on respective inner surfaces of internal plane heat conductive walls (4, 5) to create a continuous labyrinth having length extending from the inlet till the outlet. Electrical resistance inductors (7) are arranged between respective external surfaces of the walls and the insulation to assure instant heating of water traversing the case with determined power i.e. 2 kilowatts.
