<P>PROBLEM TO BE SOLVED: To solve the problem that, when simultaneously video-recording a plurality of programs, in a case where a user tries to record data onto a recording medium as they are, as a result, a bit rate of the data to be recorded becomes higher than a speed, at which data can be recorded, that the recording medium has, and further since a recording enabled speed is different for each recording medium to be used, recording can be performed or can not be performed in accordance with a recording medium. Ž<P>SOLUTION: A recording and playback apparatus includes parts 106, 107, 108 for measuring a speed for recording data into a recording medium 110, a part 101 for detecting a bit rate of data inputted to this apparatus, a part 102 for changing the bit rate of the data, a part 104 for setting the bit rate to the part 102 for changing the bit rate, and a part 103 for detecting the recording medium 110 and recording and reading out data into/from the recording medium 110.
