Provided are a light distribution control panel for making it possible to suppress reflection on a glass surface of a mobile object in the case where the light distribution control panel is applied to a display device mounted on the mobile object, and a display device mounted on a mobile object for which the light distribution control panel is used. A light distribution control panel (1) is provided with base member (7) of a plate-like or sheet-like substrate comprised of a light transmissive material, wherein the base member (7) has a plurality of convex portions (2) that are formed on a side reverse to the side of a backlight (11) and used for the control of light distribution. The plurality of convex portions (2) are arranged to extend in parallel with each other. The light distribution control panel (1) is further provided with a light transmissive reflection suppressing unit (the front surface of the one side surface (6) that has higher degree of roughness than that of the front surface of the other side surface (5)) that suppresses light incident from the front surface of the light source side of the base member (7) to project from at least a part (the one side surface (6)) of the front surface of the convex portions (2).
