PROBLEM TO BE SOLVED: To quickly secure a transportation route of goods, even at a disaster, or the like. SOLUTION: Information showing a domain wherein travel of a vehicle is permitted in an ordinary time, and information showing a domain wherein travel of a vehicle is prohibited in an ordinary time and the travel of the vehicle is allowed in an emergency, are stored in a travel permission data storage area 142. A CPU 11 in this route search device 1 divides a route search range into a plurality of meshed cell domains on a map by a cell division program 151, and determines an attribute showing whether a vehicle can travel, based on information stored in the travel permission data storage area 142, relative to each of the plurality of cell domains by a cell attribute determination program 152. Then, the CPU 11 determines a traveling route by searching for a travelable cell domain from a cell domain, including a starting place to a cell domain which includes a target spot based on information showing the determined attribute by the executing a route determination program 153.
