<P>PROBLEM TO BE SOLVED: To more easily obtain an appropriate value of a control parameter of a control system for controlling an operation by directing the angle or position of a control target to a target value. Ž<P>SOLUTION: A control parameter generation part 124 determines a temporary value of a control parameter of a phase progress delay filter from a process frequency f<SB>x</SB>of open loop frequency characteristics, sets a controller gain K<SB>p</SB>based on the open loop frequency characteristics so that a zero cross frequency matches a target f<SB>x</SB>, and causes a user to determine a gain of a low-pass booster so that condition stabilization gain margin is 12 dB, and to makes overall fine adjustment by changing a phase delay frequency so that a phase margin is 32° or more.
