PROBLEM TO BE SOLVED: To improve efficiency in multiplexing data of baseband signals inside a radio base station. SOLUTION: A multiplexing control section 22 of a data processing unit 20a predicts, based on multiplex information for each cellular phone terminal device (information on a service being utilized at present), a processing time required for multiplexing data for each service data item. Regarding all the cellular phone terminal devices, the multiplexing control section 22 then totals predicted times required for multiplexing data of all services. In a case where the predicted data multiplexing processing time required for multiplexing all the service data items exceeds a specified processing time, the multiplexing control section 22 controls data multiplexing due to a data multiplexing processing unit 21a. The multiplexing control section 22 assigns a part of the specified processing time to all the cellular phone terminal devices, for example, to multiplex the service data items in the order from a highest priority at each of the cellular phone terminal devices.
