<P>PROBLEM TO BE SOLVED: To provide a light control device, capable of reducing the light quantity returned to a light emitting area, a lighting device and a projector. Ž<P>SOLUTION: The light control device 5 which controls the transmission amount of a luminous flux emitted from a predetermined emission area (light emitting part) includes rotation members (gears) 54 and 55 having rotation axes AX1 and AX2 extending in a direction substantially orthogonal to the center axis of the luminous flux, and light shielding members 56 and 57 supported by the rotation members 54 and 55 and shielding at least a part of the luminous flux by rotation of the rotation members 54 and 55. The light shielding members 56 and 57 have light shielding surfaces 56A and 57A which regulate the transmission of incident light to shield the light. The light shielding surfaces 56A and 57A are so processed as to reduce the amount of light reflected by the light shielding surfaces 56A and 57A and reaching the emission area.
