<P>PROBLEM TO BE SOLVED: To provide new fluoroalkyl group-containing phosphonic acid oligomers having excellent ion conductivity and useful as a nonaqueous surfactant, and a polymeric solid electrolyte containing the fluoroalkyl group-containing phosphonic acid oligomers. Ž<P>SOLUTION: The fluoroalkyl group-containing phosphonic acid oligomers, the specific polymeric solid electrolyte containing the fluoroalkyl group-containing phosphonic acid oligomers and a surfactant containing the fluoroalkyl group-containing phosphonic acid oligomers as active ingredients are provided herein.
