PROBLEM TO BE SOLVED: To further enhance detecting accuracy of a stall and run-away of a deck crane. SOLUTION: Individual encoders 58 and 59 are installed in an end part positioned in a limit switch box 33 of a depression and elevation drum rotating interlocking shaft 35 for interlocking with rotation of a depression and elevation drum in the limit switch unit 32 and a winding drum rotating interlocking shaft 36 for interlocking with rotation of a winding drum. Even while operating an operation handle of the deck crane to the winding side, when detecting rotation of a specific quantity or more to the winding side of the depression and elevation drum and the winding drum based on a pulse signal from the encoders 58 and 59, it is determined as the stall of the respective drums by a control board. When the operation handle of the deck crane is a neutral state, when detecting the rotation of the specific quantity or more of the depression and elevation drum and the winding drum based on the pulse signal from the encoders 58 and 59, it is determined as the run-away of the respective drums by the control board.
