PROBLEM TO BE SOLVED: To provide a broa bavd retardation plate that can be manufactured with a simple process uniformly retards light incident of the whole visible light region.

SOLUTION: The retardation plate is formed by blending norbornene based polymer as a material having a positive intrinsic birefringence value and polystyrene or polystyrene based polymer as a material having a negative intrinsic birefringence value.
