PROBLEM TO BE SOLVED: To provide a coating development type plate-making method which has small printing soiling and high printing resistance even when a coating amount is not larger than 60 ml/m2as a plate-making method for a lithographic printing plate using a silver complex salt diffusion transfer process. SOLUTION: In the plate-making method for the lithographic printing plate which uses the silver complex salt diffusion transfer process and in which a developing solution of≤60 ml per square meter is applied over a plate surface of the lithographic printing plate to perform development, the developing solution includes a compound represented by formula 1.
