PROBLEM TO BE SOLVED: To provide a light irradiation apparatus and a light irradiation method for easily irradiating a skin with light without causing side effects, without requiring cooling the skin by using a towel or a coolant every time skin is irradiated with light. SOLUTION: The light irradiation apparatus includes: first light irradiation means 1 for radiating light L1 which increases bloodstream to the skin; second light irradiation means 2 for radiating a working light L2 to the skin; and control means 3 for radiating a working light L2 from the second light irradiation means 2 after or while radiating the light by the first light irradiation means 1.
