PROBLEM TO BE SOLVED: To provide: a method of manufacturing an organic electroluminescent element, which can form an organic luminescent layer without causing a film deficiency; the organic electroluminescent element obtained by using the method for manufacturing; and a display including the organic electroluminescent element. SOLUTION: The method of manufacturing the organic electroluminescent element is a method for manufacturing the organic electroluminescent element by laminating at least a negative electrode, a positive electrode, and an organic luminescent layer positioned between the negative electrode and the positive electrode severally on a substrate. The method includes: an organic luminescent layer forming step of forming an organic luminescent layer by applying ink containing an organic luminescent material in a barrier plate installed so as to surround a pixel region in which pixels are formed when viewing from one side of the thickness direction of the substrate; and a surface treatment step of applying surface treatment to the surface of the substrate by an organic solvent from the side where the barrier plate is installed, prior to the organic luminescent layer forming process.
