<P>PROBLEM TO BE SOLVED: To provide a privilege management system for providing a privilege in response to a transaction state with a client, and to provide a privilege management method and a privilege management program thereof. <P>SOLUTION: The control part 21 of a privilege management server 20 obtains the total deposit assets and member years of each lottery object. Then The control part 21 calculates a weighting value from a weight table storage part 23 in response to the assets and the member years, assigns a lottery number by the number corresponding to the weight value, and registers the lottery numbers in a lottery number data storage part 24. Then, the control part 21 successively specifies a winning number by using the lottery number data storage part 24. In this case, the control part 21 deletes the lottery number of a privilege winner from the lottery number data storage part 24, and repeats the specifying of the winning number till the number of winners reaches the total number of winners or as long as the lottery number is remained.
