<p><P>PROBLEM TO BE SOLVED: To attain child lock operation and double lock operation by a single motor. <P>SOLUTION: An actuating member 21 can move into a first position, a second position and a third position past the second position based on the driving of a motor 19 for child lock and double lock, and can stop in the respective positions.
