<P>PROBLEM TO BE SOLVED: To provide a paper feeding device and an image forming apparatus having the same, capable of surely preventing paper feeding failure such as a paper feeding delay and a JAM caused by a curl, by applying carrying force to a curled sheet without pulling out the next sheet, when carrying a sheet pulled out by a pickup roller by a paper feeding roller. Ž<P>SOLUTION: This paper feeding device 200 has the pickup roller 230 for pulling out the uppermost sheet P of loaded sheets P. and the paper feeding roller 241 for carrying the sheet P pulled out by the pickup roller 230, and has a roller belt 244 relatively movably installed in the circumferential direction to an outer circumferential surface of the paper feeding roller 241 between the pickup roller 230 and the paper feeding roller 241.
