<P>PROBLEM TO BE SOLVED: To provide a cable supporter having a function for detecting electrical leakage generated by the deterioration of a coated part of a DC power cable, and a monitoring system for monitoring information on the electrical leak output from the cable supporter. <P>SOLUTION: A cleat (cable supporter) 10, which is mounted to a structural body S to which the DC power cable C, is wired, and supports the DC power cable C includes: first and second half bodies (supporting parts) 20, 30 for supporting the DC power cable C; a first electrode 23 contacting with the external peripheral face of the DC power cable C; a second electrode 24 contacting to the structural body S; an electrical leak detection part 25 which detects the electrical leak; and a processing part 26, which outputs the information regarding the electrical leakage, when the electrical leak is detected by the electrical leakage detecting part 25.
