PROBLEM TO BE SOLVED: To provide a method for discharging a moisture content discharged in a dehydration step to the outside of a system so as not to reduce self-preservability of the gas hydrate and manufacturing the gas hydrate while adjusting an ion concentration in material water by adding pure water to a production step, and its apparatus. SOLUTION: The manufacturing apparatus for the gas hydrate comprises a gas hydrate production apparatus 1, a dehydration apparatus 2 for discharging the moisture content contained in the gas hydrate, and a molding apparatus 3 for compression-molding the gas hydrate. In the manufacturing method for the hydrate, discharged water of the dehydration step is discharged to the outside of the system, pure water is added to the hydrate production step, and the ion concentration in the material water w1 of the production step is adjusted to a decomposition suppression concentration of the gas hydrate.
