PROBLEM TO BE SOLVED: To provide a reflection sheet capable of preventing members from sticking to each other and preventing a light guide plate from being damaged; and an easy and inexpensive method of manufacturing the reflection sheet. SOLUTION: The reflection sheet 10 has a damage prevention layer formed on at least one surface of a reflection sheet substrate 20 and formed with a rough surface by applying a resin containing an acrylic rubber and/or polyurethane-(meta)-acrylate. The production method of the reflection sheet 10 has a step of forming a rough surface on the reflection sheet substrate 20 by applying a resin containing an acrylic rubber and/or polyurethane-(meta)-acrylate.
