<P>PROBLEM TO BE SOLVED: To provide an oil recovery device and an oil recovery method which can recover only the oil which exists as an oil layer in a state where it floats on the underground water surface, and which can recover oil by using a small-diameter recovery well. Ž<P>SOLUTION: The oil recovery device A is constituted by an oil reservoir container 10, an airlift pipe 11, and an air supply means 13. The oil reservoir container 10 has an opening 10a used for making the oil 3a flow into the interior and storing it. The airlift pipe 11 is extended and provided by arranging its one end 11a in the interior of the oil reservoir container 10 and by arranging the other end 11b outside the recovery well 1. The air supply means 13 supplies air 12 intermittently to the interior of the airlift pipe 11 on the one end 11a side. Then the oil reservoir container 10 is inserted and provided to the recovery well 1 so that an opening 10a can be arranged in the layer thickness T range of the oil layer 3. The oil 3a, which has poured from the opening 10a and stored in the oil reservoir container 10, is transferred and recovered by the air 12 which is supplied intermittently from the air supply means 13 to the interior of the airlift pipe 11.
