<P>PROBLEM TO BE SOLVED: To unify each signal electrode into one kind in the whole diameter of a measuring pipe by enlarging the area of each signal electrode without narrowing extremely a channel in the measuring pipe even in a measuring pipe having a small diameter. Ž<P>SOLUTION: Recessed parts 6, 6 having flat bottom surfaces depressed outward further than the inner diameter ϕ of the measurement pipe 1 are so formed as to face the inner peripheral surface 5 of the measurement pipe 1. The edge surfaces around the recessed parts 6, 6, which form boundary parts between the inner peripheral surface 5 of the measuring pipe 1 and the recessed parts, are so arranged to be smoothly connected with the inner diameter ϕ of the measurement pipe 1 by tapers or round curved surfaces. Through-holes 6b, 6b are formed in the bottom surfaces 6a, 6a of the recessed parts 6, 6. Signal electrodes 7, 7 are mounted to the recessed parts 6, 6 of the measurement pipe 1 with gaskets 8, 8 interposed between the rear surfaces of plate-like electrode parts 7a, 7a and the bottom surfaces 6a, 6a of the recessed parts 6, 6.
