The heater has a protective pipe arranged inside pipelines (7) for receiving electrical heating cables. The pipelines and the protective pipe are stable and heat conduct against surface temperature of the heating cables. The pipelines are filled with liquid for optimizing heat transfer. The protective pipe with the electrical heating cables is designed in a floatable manner. The pipeline is arranged outside with a smaller slope approximate to center or downward on one side. Ends of the pipeline outside a building are bent in vertical direction up to a corridor in a break-free manner. An independent claim is also included for a method for arranging a frost heave protection heater.
