PROBLEM TO BE SOLVED: To provide an ammonia concentration monitoring device for monitoring increase/decrease variation in ammonia concentration in gas, and to provide a fodder manufacturing system and method using the ammonia concentration monitoring device.

SOLUTION: The ammonia concentration monitoring device for monitoring the variation in ammonia concentration in the gas includes a glass film object, an internal liquid put into the glass film object, a first electrode in contact with the internal liquid, a liquid film forming section disposed on the surface of the outside of the glass film object, a second electrode in contact with the liquid film formed by the liquid film forming section, and a detection section for determining the physical quantity corresponding to the ammonia concentration in the gas based on the voltage difference between the first electrode and second electrode.
