<p><P>PROBLEM TO BE SOLVED: To enable software with limitations even in a client which has been disconnected from a device managing its license. <P>SOLUTION: Communication with a license management device 2 and acquisition of permission for the use of a license are tried (step S1). If communication with the license management device 2 cannot be established, a determination is made as to whether or not a predetermined emergency operation is possible in an emergency operation situation (step S2, 3). If a determination is made that the emergency operation can be started, the time and date to start the emergency operation in a storage means 16 is updated (step S4). If a determination is made that a state in which the emergency operation is possible continues, a program execution means 1c continues executing a program 1ca to be managed (step S5). If a determination is made that neither is possible, execution of the program 1ca to be managed is interrupted (step S6).
