PROBLEM TO BE SOLVED: To speedily report fault in inter-terminal voltage of an electric double layer capacitor unit resulting from capacitance reduction or the like of the electric double layer capacitor unit, in an electric double layer capacitor device having an electric double layer capacitor. SOLUTION: A fault detecting circuit includes a voltage fault monitoring means (voltage monitoring section 10 and voltage monitoring circuits 101, 102, ..., 10n) that is connected to the electric double layer capacitor units 41, 42, ..., 4n in parallel, sets reference voltage (Vref) for determining a voltage fault by capacitance reduction of the electric double layer capacitor units, monitors whether the inter-terminal voltage of the electric double layer capacitor units is charged to a reference voltage or higher, and generates an output indicating the fault of the electric double layer capacitor units when the inter-terminal voltage reaches the reference voltage or higher, and a fault reporting means (signal transfer section 12 and light emitting device D20) for reporting the fault based on the output of the voltage fault monitoring means.
