PROBLEM TO BE SOLVED: To provide a versatile packaging material having easy unsealability only on a desired seal part, and a packaging bag using the same. SOLUTION: In the packaging material 11 of a pillow bag with base material layers 20-22 and a heat-sealable resin layer 24 being affixed to each other, the surface of a heat-sealable resin forming a back seal part 12 is subjected to the partial corona treatment. In this constitution, the seal strength of the back seal part 12 subjected to the partial corona treatment is weaker than the seal strength of another seal part not subjected to the corona treatment, resulting in the easy unsealability of the back seal part.
