<P>PROBLEM TO BE SOLVED: To effectively treat asbestos, while reducing the usage of a fossil fuel and the generation of carbon dioxide. Ž<P>SOLUTION: The device is provided with a mixing-stirring device 4 mixing-stirring an asbestos-containing material 1 and calcined lime 2 while adding water vapor 3 to form a clayey mixture 11, a friction-grinding device 12 frictioning and grinding the clayey mixture 11 formed in the mixing-stirring process 5, and an electric melting device 22 electric-melting crushed materials 21 ground in the friction-grinding process 13, in order, from the upstream side, and is characterized in that the asbestos in the asbestos-containing material 1 is detoxified.
