<P>PROBLEM TO BE SOLVED: To provided a cage for a rolling bearing, having high wear resistance and fatigue strength without impairing press formability and having excellent durability under severe use condition. Ž<P>SOLUTION: The cage for the rolling bearing, having high wear resistance and fatigue strength without impairing press formability and having excellent durability under severe use condition is manufactured by the steps of: press-forming a steel material having an average crystal grain diameter of 20-100 μm in ferrite being based material structure; applying gas nitridation treatment at a temperature of 400-590°C to the press-formed steel material as a primary heat treatment; keeping the material at a temperature of 500-590°C as a secondary heat treatment; then rapid cooling the material. Furthermore, in the primary heat treatment, a fluorination treatment in which oxide existing on the surface of the press-formed steel material is replaced by a fluoride film, is applied to the steel material, then nitridation treatment using gas as a nitriding medium is applied thereto, a nitrided layer can quickly and uniformly be obtained.
