<P>PROBLEM TO BE SOLVED: To provide a surface treating agent having excellent performance such as lightening a load to the environment and improving water and oil repellency, hydraulic pressure resistance, low temperature curability, working stability, and preservation stability. Ž<P>SOLUTION: The fluorine-containing composition contains at least 98 wt.%, based on the amount of fluorine-containing composition, of a fluorine-containing compound represented by formula (1) CH<SB>2</SB>=C(-X)-C(=O)-Y-Z-Rf [wherein X is a hydrogen atom, a methyl group or a halogen group; Y is -O- or -NH-; Z is 1C-10C aliphatic group, 6 to 18C aromatic group or cyclic aliphatic group, -CH<SB>2</SB>CH<SB>2</SB>N(R<SP>1</SP>) SO<SB>2</SB>-group (R<SP>1</SP>is 1C-4C alkyl group), -CH<SB>2</SB>CH(OZ<SP>1</SP>) CH<SB>2</SB>-group (Z<SP>1</SP>is a hydrogen atom or an acetyl group) or -(CH<SB>2</SB>)<SB>m</SB>-S-(CH<SB>2</SB>)-SO<SB>2</SB>-(CH<SB>2</SB>)<SB>n</SB>-group (m is 1 to 10 and n is 0 to 10); and Rf is 1-6C linear or branched perfluoro-alkyl group], a compound (2) other than the fluorine-containing compound (1) and a surface treating agent including its polymer.
