PROBLEM TO BE SOLVED: To provide a functional substance-releasing agent capable of being stably formulated irrespective of forms or uses of a formulation, having good preservation stability, and capable of sustainedly releasing the constant functional substance over a long period of time in a practical use system, to provide a method for producing the agent, and to provide a composition comprising the functional substance-releasing agent. SOLUTION: The functional substance-releasing agent comprises a silicate compound represented by formula (1) (wherein, R<SP>1</SP>s represent each a residue derived by removing one hydroxy group from an alcohol selected from functional alcohols having ≤2.0 log P and alcohols having ≥2.1 log P; and the plurality of R<SP>1</SP>s may be the same or different from each other, with the proviso that one or more residues derived by removing one hydroxy group from the functional alcohol having ≤2.0 log P and one or more residues derived by removing one hydroxy group from the alcohol having ≥2.1 logP are present in the molecule).
