PURPOSE: An apparatus for generating hydrogen and a fuel cell generation system are provided to increase the electric energy generation efficiency by circulating water to an electrolytic cell. CONSTITUTION: An apparatus for generating hydrogen comprises an anode(120), a cathode(130), a condensation plate(140), a heat exchanger(150) and an electrolytic cell(110). The electrolytic cell contains transmitted aqueous solution. The anode is located inside the electrolytic cell and generates electronic. The cathode receives the electronics, generates the hydrogen and is located inside the electrolytic cell. The condensation plate is arranged in the movement route of the hydrogen, separates the hydrogen and condenses the moisture followed by the hydrogen. The heat exchanger contains the condensation plate heated by the moisture followed by the hydrogen.
