<P>PROBLEM TO BE SOLVED: To allow an employee of a certain company to enter a gate to another company without using personal information of the employee and without performing a troublesome procedure when the employee visits the other company. <P>SOLUTION: A card terminal 1 disposed at an exit gate of the employee's company issues an ID when the employee of the company visits the other company, registers it in a management server 2, and writes it into an ID card 3. A card terminal 1 disposed at the entrance gate of the other company reads the ID from the ID card 3 and makes the management server 2 collate the ID, and permits the entrance to the gate when the ID accords with the ID registered when left the gate of the employee's company, and prohibits the entrance to the gate when not according.
