PROBLEM TO BE SOLVED: To control conflict which may occur on API execution when providing a cooperation service.

SOLUTION: When receiving an API service request, an information network corresponding function 12 analyzes the service request, and transfers it to a distribution function 13. When a communication network corresponding function 11 receives a session start request signal by an SIP, the distribution function 13 and the communication network corresponding function 11 process a session. An analysis processing function 18 refers to a session management table 19 in which the signal data and difference data of each identifier and the contract information data of each user are described for each next session candidate service, and performs matching of the state of interference or conflict and service content or the like, and enables or disables the next candidate service to perform API service conflict control and state matching.
