PROBLEM TO BE SOLVED: To maintain the image quality of a cursor even when a moving image occupying a wide area is included in an image.

SOLUTION: The screen data transmitter includes: a difference detection means for detecting, for each of a plurality of blocks included in a first image frame, whether or not there is a difference from a block included in a second image frame before the first image frame and provided on a corresponding position; a transmission means for transmitting the data of the block for which the detected result of the difference detection means is affirmative; and a frame rate reducing means for making the frame rate of the block included in a difference present area lower than an output frame rate.
