<P>PROBLEM TO BE SOLVED: To accelerate the speed of the execution of a program with respect to a usual input. Ž<P>SOLUTION: A frequency recording section 121 stores function execution frequency information 141 indicating an execution frequency of a function included in an object file 132 in a storage device. An arrangement section 122 decides an arrangement order of each function in a load module 134 based on the function execution frequency information 141 stored in the frequency recording section 121 so that each function is arranged in the descending order of the execution frequency. Then, the arrangement section 122 stores function arrangement information 142 indicating the arrangement order in a storage device. A load module generation section 123 generates a load module 134 by linking the object file 132 using a processing device based on the function arrangement information 142 stored in the arrangement section 122.
