PROBLEM TO BE SOLVED: To provide a vehicle verification device, method, and program, by which verification by appearance information is possible, in addition to verification by the vehicle number. SOLUTION: The vehicle verification device is provided with: a color camera 5 which photographs appearance of a vehicle; an infrared camera 4 which photographs a number plate of the vehicle; a character recognition part 6, which extracts and recognizes characters of the number plate, from an image photographed by the infrared camera 4; a database part 7 which registers identification information about a search object; and a verification part means 8 which verifies the characters, recognized by the character recognition part 6 with the identification information about the search object registered in the database part 7.
