In the embodiment of the invention, the interference reference information is set in the system information, then broadcasted to the user terminal through the air interface, and the interference reference information is set in the data frame or the control frame of the user plane as well, then sent to the base station through the Iub interface. So that in the Enhanced HSPA system, the consistency of the reference expected receiving power with the actual interference level is guaranteed both at the base station side and at the user terminal side.
