PROBLEM TO BE SOLVED: To provide technique for preventing a content from being illegally copied.

SOLUTION: A content receiving device includes a reception and separation unit 23 which separates received data into video and audio, and ECM; an ECM analysis unit 31 which decodes the ECM with a key Kw to obtain a key Ks and H(Mc); a copy control information Mc extraction unit 25 which extracts and outputs copy control information Mc of the video and audio to the outside, and also outputs the video and audio; a hash function arithmetic unit 27 which calculates a hash value H(Mc) of the extracted copy control information Mc; a comparison unit 33 which outputs a transmission disabling signal when the H(Mc) obtained by the decoding does not mach the hash value H(Mc); a transmission control unit 35 which stops transmission of the key Ks when the transmission disabling signal is input; a descrambling unit 37 which performs copy control when the separated video and audio are descrambled with the key Ks and copied to an external storage device; and a content storage unit 41 which performs copy control when storing the video and audio.
