<P>PROBLEM TO BE SOLVED: To provide a technology for effectively utilizing a communication channel and broadcasting a program desired by a viewer. <P>SOLUTION: An access network device assigns a communication channel to a program for each area in accordance with a predetermined broadcast schedule and broadcast data of the program.
