PROBLEM TO BE SOLVED: To provide a method and device for dehydrating and forming a hydrate pellet with high gas content to squeeze a gas hydrate in shorter time than in conventional methods. SOLUTION: In this pellet forming method, the gas hydrate is dehydrated by a compression forming means under the generation condition of the gas hydrate, and the pellet 72 is formed. The method includes one or a plurality of preliminary squeezing processes to supply a hydrate slurry 68 to a mold 60 having a dehydrating mechanism 64 used as a die for the pellet 72 and squeeze the slurry by a pressurizing device 66, and a main squeezing process to squeeze at a higher pressure compared to the preliminary squeezing process.
