<P>PROBLEM TO BE SOLVED: To prevent the degradation of flexibility in supply amount control of combustion air. Ž<P>SOLUTION: As a basic form, an oxygen concentration of exhaust gas discharged from a combustion furnace for burning waste is measured, and the supply amount of combustion air supplied to the combustion furnace is controlled so that the measured oxygen concentration is maintained at a set value or within a set range. A NOx concentration of the exhaust gas is measured, and when the measured NOx concentration exceeds a predetermined NOx upper limit value (HH), a valve opening of the combustion air at this point is set to be a combustion air high limit. When the measured NOx concentration is below a predetermined NOx lower limit value (LL), the valve opening of the combustion air at this point is set to be a combustion air low limit. Moreover, control is added to increase the set combustion air high limit by +α when the measured NOx concentration is reduced to a threshold H after exceeding HH, and reduce the set combustion air low limit by -β when the measured NOx concentration is increased to a threshold L after becoming below LL.
