PROBLEM TO BE SOLVED: To provide a water-based varnish composition which is applied to the whole undercoating layer, which is formed on a part or the whole of the surface of a printed material that has an image pattern printed in oil-based ink, by an offset printing method using oil varnish containing a liquid-repellent component, to obtain a spot coating effect, and which can be used at normal temperature without being heated. SOLUTION: The water-based varnish composition includes a water-soluble acrylic resin obtained by copolymerizing (meth)acrylic acid, (meth)acrylic ester and a monomer component copolymerizable with them. The water-soluble acrylic resin is composed of a specific core-shell type emulsion and/or a specific water-soluble resin or the mixture of the core-shell type emulsion with the water-soluble resin. The water-soluble acrylic resin has the glass transition point of -10°C to 120°C and the acid value of 40-200 when the water-soluble acrylic resin is composed of the emulsion and that of 100-300 when it is composed of the water-soluble resin.
