<P>PROBLEM TO BE SOLVED: To provide a plant control device for always learning a preferred operation method by automatically adjusting an evaluation function, when characteristics of the plant is unknown and when characteristics of the plant is varied or control specifications thereof are changed. Ž<P>SOLUTION: The device appropriately adjusts evaluation functional parameters and calculates an evaluation function suitable for the characteristics of a control object on the basis of a model output and the evaluation function obtained as a result of an operation of a model simulating characteristics of a plant to be learned. The device has a measurement signal database; a model to estimate a measurement signal value, when an operation signal is given to the plant; an operation signal learning means for learning a method for generating a model input corresponding to the operation signal, so that the model output corresponding to the measurement signal; an evaluation function calculation means for calculating an evaluation function value to the result of the operation of the model carried out by the operation signal learning means; and an evaluation function adjustment means for adjusting the evaluation function parameters used in calculation of the evaluation function.
