<P>PROBLEM TO BE SOLVED: To surely hold charging information and the like until a system is recovered from a failure. Ž<P>SOLUTION: Charging information is calculated by a service server 110, and whether a state of communication with a charging information collection server 140 is normal or not is determined by the service server 110. If normal, the charging information is transmitted to the charging information collection server 140. If abnormal, the charging information is accumulated in the service server.
